RECENT CONVERSATION

PART ONE: Time & Date... 11:56 PM, Last Night

Directory Assistance: What city and listing please?
Me: Yes, in Indianapolis, may I please have the telephone number for Urban Element; it's on 9th & Pennsylvania.

Directory Assistance: One moment please while I connect you.
Me: Thank you.

Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring, Ring...

Marc at Urban Element: Good Evening, Urban Element.
Me: Hi Marc, this is Mikal Belicove from across the street.

Marc: Oh, Hi Mikal... are you calling about the music; is it too loud?
Me: No, I'm not calling about the music. I can't even hear the music, and that's only because of all the people standing outside and directly in front of the restaurant making all that noise.

Marc: Oh gosh, I'm really sorry. I'll go outside and see if I can quiet them down.

Me: Thanks. Marc, I just gotta tell ya, and I don't mean to be a prick about this sort of thing, but this noise is ridiculously excessive at this time of night... it's so lound that it sounds like all of your customers are standing in my living room...
Marc: Uh huh, well, we're having a private party and I'll see if I can get it quieted down...
Me: ... and if it doesn't stop within the next five minutes I am going to call the Police to report what I believe is a noise violation.

Marc: Well, okay; I understand.
Me: Yep, thanks, Marc.


PART TWO... Time & Date: 12:16 AM, This Morning:

911: Hello. What's your location and emergency?
Me: Yes, hello. I'd like to report what I believe to be a noise violation.

911: Okay, what's your location.
Me: On the corner of 9th & Pennsylvania; the noise is coming from a restaurant on that corner. The restaurant's name is Urban Element.

911: You said, "Urban Element" on 9th & Pennsylvania?
Me: Yes, that's right. Right on the corner of 9th & Pennsylvania.

911: Okay, what seems to be the problem there.
Me: Well, I across the street from there, and there are a bunch of people out in front of the restaurant being loud. They're talking loud, some are shouting at one another, and at this time of night I think it's excessive, especially with people trying to sleep in their nearby homes.

911: Okay.
Me: I called over there about 15 minutes ago and asked the owner if he could get his customers to quiet down, and he said he'd try. I told him I'd give him 5 minutes before calling the Police to report what I believe to be a noise violation. Now, 10-15 minutes later, its only gotten louder.

911: Okay, well we'll send a squad car over to see what's going on.
Me: Thanks. So is there a noise code/ordinance for Indianapolis?

911: Yes, there is. Between the hours of 11:00 PM and 7:00 PM the noise has to be kept at a level that's significantly quieter than at other times.
Me: That's what I thought. Well, thanks.

911: That's no problem. Like I said, we'll send a car over to 9th & Pennsylvania to see what the problem might be. Would you like to leave your name and telephone number?
Me: Sure, it's yada, yada, yada, yada....

Mikal, I hate to be an ass, but shouldn't you have just called the primary number for your local police force...as opposed to dialing 911. I'm just thinking that your situation, while annoying, was not a legimate emergency. I'm just saying, is all.

Matt... The only defense I can even remotely muster is that at that time of night, searching for this "primary number for my local police force" thing was the furthest thought from my mind. Somewhere, I'm sure, in the back of my mind was this simple thought... the noise is present now, and aside from asking the owner of the restaurant to put a stop to it now, the next best possible reasonable solution--at the time--seemed like a simple call to 911, not another call to directory assistance to try to find the police station or substation that handles such matters for my particular neighborhood.

Susan,

I was waiting for someone to point that out (good for you, because I thought Matt would pounce on it before anyone else). Anyway, truth be known, even going back to my first nights away from home while attending college, I could always fall asleep at the drop of a dime (so long as I was tired enough to do so), while certain noises would always make me pop right out and out of bed (like people talking or partying loudly within earshot).

What I would like to know is if that strategy worked and how long did it take for the police to come quiet those people down?

In that case, 1st and 2nd floor Bates was surely not the place for you. How did you ever sleep with all the weekend racket?

Elaine... while it seemed to me like things quieted down approximately 15 or 20 minutes after I placed the 911 call, I'm not sure if the police ever came. A hard thunderstorm (complete with driving rains) arrived at around the same time, so Mother Nature may actually get the credit for the private party breaking up and going elsewhere.

Dave... you're right, 1st and 2nd floor of Bates Hall were noisy places, but if you remember, everyone stayed up late... you, me, Darren, Byron, Thad, Super Man, Jerry, The Bearded One, etc.... so I was as much a contributor as anyone else might have been. (For the uninitiated, Bates Hall was the main football/basketball dorm at the University of Houston, and it's where Dave and I first met.)

It wasn't until I became a Resident Advisor in Bates' that I became impacted by the noise, and by then, I was almost always able to use the RA card to convince people to quiet down, even my football team residents.

I used to have some very noisy neighbors living above me. They would dance, shout and play loud music starting usually around 11pm and continuing sometimes through 3am and beyond during the week. I tried several times to deal with it myself maturely like you did, leaving notes, paying personal visits, calling the apartment owners. The apartment owners directed me to call the police. I called the police on 4 different occasions, and it usually took them a good hour or 2 to get there so I suspect the police probably came after the party had broken up. Noise is not a high priority for them (I asked one time when I called my substation for the 3rd time...). The noisy tenants ended up getting evicted eventually after the final straw - one of them was yelling and emitting other strange sounds and dancing naked in open window at about 5am. The police did arrive for that one....

Dave... "Right you are, Sir!" It was 'Captain America'. What the heck was I thinking ("hey, I'm 40; give me a break" is my new mantra). Who could ever forget that guy eating an entire bottle of the cafeteria's hottest tableside peppers for what, Twelve Bucks?. Captain America, indeed.

Hall Ball... now that's fodder for blogging. I'll need to write up a blog posting for that one. Good times!

Mikal,

Sorry, finally catching up on replies. I know you well enough to NOT have any semblance of surprise when I read about you calling cops on some crazy kids making a ruckus. I was more shocked that you used an emergency number for a non-emergency event, Mr Stickler. Personally, I have the primary Aravda Police Deparment number save in my phone (APD). I've used the number on several occasions, even for issues in other communities in the Denver metro area. Handy tool.
